WIPR: Bill Clinton will visit Puerto Rico in January |
Former US President Bill Clinton and his daughter, Chelsea, will host the first meeting of the Clinton Global Initiative (CGI) in San Juan, Puerto Rico, from January 29 to 30, 2019, which will deal with the recovery after the hurricanes of 2017, the organization said today in a statement.
This is the third meeting of the Action Network on Disaster Recovery (Action Network on Post-Disaster Recovery) of the CGI and which will address the current recovery needs after the passage of hurricanes that face Puerto Rico, the Virgin Islands of the United States, Dominica and Antigua and Barbuda.

WIPR: Experts seek to save the Puerto Rican parrot after María |
Biologists are trying to save the last Puerto Rican parrot specimens after more than half of the population of bright green birds disappeared after Hurricane Maria passed through Puerto Rico, destroying their habitat and food sources.
In El Yunque, only two of the 56 wild specimens that lived there survived the category 4 hurricane that hit the island in September 2017. Four of the 31 parrots in a forest in the western city of Maricao overcame the storm, as well as 75 of the 134 of Rio Abajo, in the mountains of the center of the island, according to scientists.
Although from the passage of Mary dozens of offspring have been born both in captivity and in nature, according to scientists the species is still in danger.
"We have a lot of work to do," said Gustavo Olivieri, coordinator of the program for the recovery of the species from the Department of Natural Resources of Puerto Rico.
Local and federal scientists will meet next month to discuss the best way to revive a species that, although it had more than one million copies in the nineteenth century, remained at only 13 in the 1970s after years of deforestation.
The governments of the United States and Puerto Rico launched a program in 1972 that established three breeding centers. Weeks before Maria's crossing, scientists reported 56 specimens of wild Puerto Rican parrots, or even, in El Yunque, the largest population since the beginning of the initiative.
But the decline of the population is especially worrisome now because the parrots that disappeared in El Yunque were part of the last ones that were released, explained Marisel López, who oversees the program of recovery of birds in the rainforest for the Fisheries Service. and Wildlife of the United States.
"It was devastating. After so many years working on this project ... ", said López.
The Puerto Rican parrot is the last native parrot of Puerto Rico and one of about 30 species of Amazon parrots that can be found in America. The birds, with red forehead and turquoise touches on the wings, can grow up to 30 centimeters (one foot) and are known for their discretion and because they usually have only one partner in their life, with which they breed once a year.
The reproduction centers of El Yunque and Río Abajo have more than 460 birds, but scientists have not released any specimens from María. The third center, in the town of Maricao, still has not opened its doors until the passage of the meteor. Scientists are trying to determine the best way to prepare animals for release, since there are few animals they can interact with in nature, and if the damaged forests on the island can guarantee their survival.
One of the proposals studied by the experts is to capture some of the parrots that live in Rio Abajo to place them in the same cages as those that will be released and that they can learn to imitate their social behavior to ensure their survival, said Jafet Vélez , wildlife biologist with the United States Fish and Wildlife Service.
Scientists plan to release 20 birds tentatively in Rio Abajo next year.
Another proposal contemplates releasing more parrots in Maricao since María left less damage there.
"Our priority now is not reproduction ... It's starting to free," explained López, adding that breeding centers can not house so many animals.
But first, they need to ensure that the forests can offer them food and shelter.
Jessica Ilse, a forest biologist at the US Forest Service in El Yunque, explained that scientists are collecting data on the amount of fruit and leaves that fall from trees. The foliage of the trees has not grown back from María and warned of the settlement of invasive species taking advantage of more sunlight. Many of the large trees where the parrots used to nest have disappeared, said Ilse, recalling that it took 14 months for the El Yunque tree canopy to recover after Hugo, a category three hurricane that swept the island in 1989.
Scientists are also gathering new data on the number of predators in El Yunque, including the red-tailed hawk that hunts parrots. Without tree tops and proper camouflage, parrots in the wild are an easy target.
Local and federal scientists plan to contribute to the recovery of the forest by planting vegetation, Ilse said. At the end of November, they hope to have a map detailing the most threatened areas in El Yunque and a list of trees that can be planted that are more residents of hurricanes.
"People keep asking us, 'How long are you going to delay?'," Ilse said, adding that scientists do not have an answer.
"The damage is more extensive than that of (the hurricanes) Hugo and George ... It has been a complete change of the ecosystem," he concluded.
